Layer 2 never becomes active even when Layer 1 is working when using CAS.
There is no such thing as a Layer 2 for CAS signalling. Hence, if Layer 2 appears to be inactive when running the Aculab example programs, this is not an indication of a signalling problem. When running CAS, the Layer 2 statistics returned by the call_l2_state function only indicate whether a line is blocked (back busied) or not.
